heh i went to check dictionary.reference.com for the meaning in case mrs ong ask us again.so all of u all memorise the following 2 definitions:
1. a remedy for all disease or ills; cure-all.
2. an answer or solution for all problems or difficulties: His economic philosophy is a good one, but he tries to use it as a panacea.
i think the 2nd definition is more appropriate for the context.and thus the answer to the multiple choice qn in the time ws is option a) universal solution!
to summarise: panacea is a solution for all problems(:
